Chickenhawk n. A person enthusiastic about war, provided someone else fights it; particularly when that enthusiasm is undimmed by personal experience with war; most emphatically when that lack of experience came in spite of ample opportunity in that person’s youth.
I was googling for "Iraq flag" images and to my shock, but not utter surprise, more American flags appeared in the results than Iraqi. It inspired this montage of a US flag emblazoned on a boot print in turn stamped on the Iraqi flag and country. "Chickenhawk" refers to the US Executive branch, nearly all of whom (Bush, Cheney, Rumsfeld, Wolfowitz, etc.) are military hawks who used their elite position to avoid combat duty in wars of their own era.
